Should a ec/tag reference to an OMDoc document mean that its children are referenced or the omdoc root?
There have been proposals to replace all omgroup elements by omdoc elements and, thus, allow to embed omdoc elements inside documents. If this change is official, a reference to an omdoc element might be interpreted differently.
This is not so critical for the notation module as references are restricted to notation definitions. But for the variant module, the reference to an omdoc element might have to initiate that a variant is substituted with the omdoc element (e.g., an itemization) instead of one of its children.
Note that this is future work as both modules currently focus on OMDoc 1.2. The ticket's intention is to keep this issue in mind.
